Refrigeration Systems Program
NEWS
Changes to Comm 2, Fee Code, and Comm 5, Licenses, Registrations, and
Certifications Code,
were adopted by the Department of Commerce and
will be effective December 1, 2008. The changes will increase
service fees in the S&B Refrigeration Systems Program for the first
time since 2000.
After
review by the
legislature, Comm 41, Boilers and
Pressure Vessels Code, and Comm 45, Mechanical
Refrigeration Code, changes
were adopted by the
Wisconsin Department of Commerce on September 12, 2008, and
are
expected to be effective December 1, 2008. The
proposed revision to Comm 45 clarifies the requirement for mechanical
relief piping. |

DNR Refrigerant Regulations for Salvaging Equipment
Wisconsin
Department of Natural Resources regulations come into effect when any
kind of refrigeration or air conditioning equipment is retired and
prepared for recycling, i.e. home appliances like refrigerators,
freezers and window AC units. HVAC contractors may also come under the
regulations when replacing a complete home or commercial AC system or
when hired by a demolition contractor to recover refrigerants from
equipment in a building.
Under the DNR
regulations, listed
refrigerants (ozone-depleting chloroflourocarbons and
hydrochloroflourocarbons; global-warming HFCs, perflourocarbons; and
any blends) cannot be released to the environment. They must be
properly recovered, using approved equipment operated by qualified
technicians. The business recovering these refrigerants must be
registered with the DNR, keep records of their recovery activities, and
supply documentation that the refrigerants were properly removed to
whoever receives the scrapped equipment. Anyone hauling refrigerated
appliances that are to be salvaged and still may contain refrigerants
must certify "safe transport" to the DNR.
