1. New DNR stormwater code affects plumbing

A new state Department of Natural Resources administrative code influences the design of stormwater systems in terms of plumbing plan review, installation, and system maintenance.
The DNR's new code, NR 151, Stormwater Runoff Management, became effective October 1, 2002. There is a two-year postponed effective date for post-construction stormwater management.
However, some municipalities are already preparing for the requirements. In the next two years, the plumbing industry will be involved in this evolution in stormwater systems.

There are major new construction requirements in NR 151 that affect plumbing systems. The stormwater management requirements apply to all construction sites disturbing five or more acres. This includes the footprint of the building and all other disturbance that takes place on the site. After March 1, 2003, the size of disturbed area will decrease to one or more acres. (There are exemptions to this requirement; see the published NR 151 for more detail.)
What do these changes mean to the plumbing industry?
State plumbing plan review is required for any public building project that proposes the subsurface discharge or dispersal of stormwater.
The plumbing code, Comm 82.36(3), requires that stormwater, surface water, groundwater and clear water wastes shall be discharged to a storm sewer system where available.
It has traditionally been a determination of the local municipality as to when a sewer is "available." The same logic will be used in this situation. If a local municipality does not want the stormwater to discharge to the storm sewer system, that municipality may determine that the storm sewer is "not available."
What if there is no storm sewer system? Local governments may determine the discharge point for stormwater, surface water, groundwater and clear water wastes. However Comm 82.36(3)(b)1 states that "If the final disposal of such waters or wastes is by means of subsurface discharge, documentation shall be submitted to this department to determine whether the method of disposal is acceptable."
With the new situation, inspectors may see unfamiliar stormwater plumbing systems that use detention or infiltration. If a local inspector feels uncomfortable with a specific system, inspectors may call a S&B plumbing consultant in their area for assistance.
The third issue that will affect projects after the implementation of NR151, is the sizing requirements for stormwater piping. Comm 82.36(5)(a) permits a designer the option of using an engineering analysis acceptable to the Safety and Buildings Division to determine pipe sizing, rather than the tables in 82.36. When pipe sizing is not compliant with the tables in 82.36, state level plan review will be required.

2. January legislative review planned for code changes
Three proposed Wisconsin rule change packages, involving the Plumbing Code, Uniform Dwelling Code, and Electrical Code, are planned to be submitted this fall to the state legislature for committee review during the January 2003 session. The earliest possible effective dates of the rule packages would be May 1, 2003.
The legislature holds rules submitted for review after September 1 of even-numbered years until the next regular session.

5. Attention: Automatic Fire Sprinkler Contractors - Automatic Fire Sprinkler Contractors - Maintenance - Journeyman Automatic Sprinkler Fitters
In order to renew a license or registration after June 2002 in one of these three categories, the credential holder must have obtained 6 or 12 hours of continuing education credit. Credits for the July 1, 2003 renewal need to be obtained by March 30, 2003. (Continuing education credit periods end three months before the credential expiration date.) 6. Alternate system for sizing water treatment devices
An alternate system approval was issued by the Safety and Buildings Division for a water supply fixture unit to gallons per minute conversion table that may be used in Wisconsin when sizing water treatment devices serving dwellings.
The conversion table is not intended for sizing small treatment devices serving one or two fixtures and the approval is only for a water treatment device serving an individual dwelling.
The approval is based on data from the Wisconsin Water Quality Association. The association submitted a study of 1,188 homes documenting flow rates for a variety of scenarios.

7. The UW-Madison Small Scale Waste Management Project offers POWTS Maintainer-Qualifier Seminar

With adoption of the new Wisconsin Commercial Building Code, there have been questions concerning the bathing and toilet room facilities for public swimming pools and water attractions.
Q. Does the Wisconsin Commercial Building Code contain requirements for the number of plumbing fixtures required for a public swimming pool installation?
A. Yes, there are specific requirements for public swimming pools in IBC Chapter 29, Section 2902, minimum plumbing facilities, which is referenced by the Wisconsin Commercial Building Code. There is also a note in the code that refers a designer to Comm 90, the Public Swimming Pool Code, and reminds that the most restrictive requirements must be followed.
Q. Which code contains the most restrictive requirements for sanitary facilities?
A. Sometimes one or sometimes the other. The building code has no requirements for the number of bathing facilities provided; in that case, it's Comm 90.
Q. May a unisex or individual shower room with a toilet and lavatory (bathing facility) be included in the required fixture count? Does the unisex or individual shower room get as much credit as separate men's and women's locker rooms at a public swimming pool?
A. A unisex or individual bathing facility (sometimes called a "family room"), that contains a shower, lavatory, and water closet, and has a locking door, is considered equivalent to one water closet, one lavatory, and one shower when serving a public swimming pool. The unisex fictures may apply to the men's or women's fixture requirements, but not both.
Q. Is a unisex/family bathing facility ever required for a public swimming pool?
A. In the accessibility rules, Comm 62.1109(7)(c), there is a requirement for a unisex bathing facility where separate-sex bathing rooms are provided in recreational facilities.

10. Apprentices without cards?
According to the Department of Workforce Development Bureau of Apprenticeship there are 1, 382 plumbing apprentices in Wisconsin.
1,224 apprentices are registered with the Safety and Buildings Division. See index of credential lists, choose either format of Plumbing Apprentices list for names.
That means there may be 158 individuals who think they are registered, but are not.
Apprentices should look at their credential card to be sure it's up-to-date.
It is an unfortunate situation when it comes time for the apprentice to write their journeyman exam, and they find they were never properly registered. Not to mention plumbing illegally installed by an unregistered apprentice.

11. Ellis Pifer retired
Ellis Pifer, a Safety and Buildings Division commercial buildings plan reviewer, retired in August after 24 years of state service. He was with S&B for about 18 years.

13. Plumbers and other credential holders with expiration dates in early 2003 need to remember that their continuing education period ends three months before their card expiration. That means April 1, 2003 renewals depend upon con ed received before January 1, 2003. Be sure to plan ahead. 14. For plumbing plan reviews, just send the plumbing plans

So, you need to send in a plumbing plan to Safety and Buildings for review. It's a big project. The question is, do you need to send in the complete set of drawings for the project, or, do you only send in the drawings that pertain to plumbing?
The plumbing code says at least two sets of plans and one copy of specifications, which are all clear, legible and permanent copies, shall be submitted for examination and approval. (Don't forget the site plan!)
As long as sufficient information is submitted to complete the review, you shouldn't send in complete sets of all construction drawings for the project. It is expensive and time consuming to print all these drawings, mail them, and then we need to go through and pull out only the plumbing sheets.
Please, when submitting to S&B for plumbing review, only send in two sets of plumbing plans. When it comes to specifications, we only need one copy of the plumbing information.

Cross Connnection Control Surveyor Training

Review the need for water supply protection, the risks involved, and protection methods available. Review state regulations (DNR and Commerce). This is a "hands-on" course designed for conducting and reporting commercial and industrial cross connection control surveys.
