Someone building a one- or two-family dwelling in one of about 165 Wisconsin communities should be reminded that they will need to contact a registered Uniform Dwelling Inspection Agency in advance of construction to arrange enforcement of the Uniform Dwelling Code (UDC).
Enforcement of the UDC, which is the Wisconsin statewide code governing one- and two-family dwellings built since June 1, 1980, includes issuing building permits, doing plan reviews, performing inspections, and other code-required functions. Following state legislation in 1999, these local municipal boards or councils made decisions that placed the state Department of Commerce in charge of enforcing the UDC in the municipality. The department, through its Safety and Buildings Division, set up a system of registering private inspection agencies to provide owners with the required UDC inspections. List of municipalities. Stormwater subsurface infiltration needs plan review
When stormwater, surface water, groundwater, or clear water wastes are dispersed from a plumbing system by means of subsurface discharge, plans must be submitted to the Safety and Buildings Division for review. This requirement is in Comm 82.36(3)(b)1.
A complete listing of the technical information to be submitted can be found on the S&B website, http://www.commerce.state.wi.us/SB/SB-PlumbingDatabaseReport82363.html. Plan submittal also includes the completed plumbing plan approval application form (SBD-6154, PDF file, Word 97 file), a minimum of two sets of drawings showing the complete system, and a $100 review fee. There is an additional fee of $10 per inch diameter of the storm/clearwater drain line (see Comm Table 2.64-1, Fee Code). Currently there are three S&B offices where plumbing stormwater infiltration plans are reviewed: Hayward, La Crosse, and Green Bay. The reviewers' names and phone numbers are:

Code revisions to Comm 16, Electrical Code, Comm 20-25, Uniform Dwelling Code, and Comm 81-84, Plumbing Code, were adopted by the Department of Commerce in late February.
Credential exam questions this spring and summer will be based on the code version in effect on the day of the exam. The plumbing and electrical revisions are expected to be effective May 1, 2003, and the UDC revisions on August 1. The actual dates depend upon legal publishing dates. Currently there are two manufacturers of air admittance valves that are approved for use in Wisconsin; Oatey and Studor.
Both approvals include numerous limitations. Recently, Safety and Buildings Division staff have been notified of improper installation of air admittance valves. Specifically, the reports are that the valves have been installed to serve sanitary sumps. No the valves have been approved for that purpose due to positive pressure that can exist in the pumps. There are differences between the two Hancor Hi-Capacity EnviroChamber Unit models when it comes to designing POWTS dispersal/treatment systems.
One model is approved for use in Wisconsin as "HI CAPACITY 138-gallon capacity" and the other is approved as "HI CAPACITY 135-gallon capacity." Specifications for the HI CAPACITY 138-gallon are EISA 30.7 sq.ft. per chamber; laying length 6.13 ft; width 34 inches; height 17.5 inches; and the open bottom area 15.9 sq. ft. per chamber. Specifications for the HI CAPACITY 135-gallon are EISA 31.05 sq.ft. per chamber; laying length 6.21 ft; width 33.5 inches; height 18 inches; and the open bottom area 16.15 sq. ft. per chamber. Hancor has stopped producing the 138-gallon capacity model. However, those in stock are still approved for sale and use.   9. Shallow post foundation alternate standard approved
An alternate standard for shallow post foundation design, ANSI/ASAE EP486.1 OCT00, has been approved for use, with limitations, in lieu of the allowable load bearing values of soils of IBC Section 1804, and is considered an acceptable standard of design for IBC Section 2306.1. On May 1, 2003, a new Plumbing Code section, Comm 82.70, will become effective, allowing graywater to be reused in plumbing systems. Specific water quality standards for various reuses have been defined and are in the new Comm Table 82.70-1.
Graywater is wastewater contaminated by waste materials, exclusive of urine, feces or industrial waste, deposited into plumbing drain systems. Blackwater may not be reused. Blackwater is wastewater contaminated by human body waste, toilet paper, and any other material intended to be deposited in a receptor designed to receive urine or feces. For graywater to be acceptable for a given end use, the water must meet "Plumbing Treatment Standards" displayed in Comm Table 82.70-1. Comm Tables 82.20-1 and 2 describe which types of plumbing plans need to be submitted for review. Both tables refer to "Plumbing, new installations, additions, and alterations involving 16 or more plumbing fixtures…"
What are some examples of fixtures that are counted among the 16? First, all fixtures described in Tables 82.30-1 and 82.40-1 would be included in this count. Additional types of plumbing fixtures/appliances/appurtenances are noted in the list on the right. (For example purposes, I have included some fixtures from the above-mentioned tables.) Many fixtures require both water and drain connections. Those connections are considered part of one fixture. The same would be true if the fixture has an indirect connection, such as a clothes washer. For example, four clothes washers are installed and discharge into a four-inch receptor; there would be a total of four fixtures for plan submittal purposes. Another example is if a separate bar sink, ice compartment, and beer tap were installed, all discharging to one receptor. The total number of fixtures is three. A combination fixture with four compartments is considered one fixture. However, four single sinks installed in a countertop are considered four fixtures. Two lavs in a molded counter top are considered two fixtures, while a full circle wash fountain is viewed as one.
