Structural Loads and Connections - Info needed for building plan review by Minh Tran, S&B Commercial Building Plan Reviewer, mtran@commerce.state.wi.us, 920-492-7730 It's that time of year again, when buildings typically experience some of the most severe structural loading conditions of the year, enduring snow and ice loads combined with gusty winds. The winter months are typically a time for structural training for S&B staff, as well as time for reminders to the design community of the importance of and expectations for structural information on building plan review submittals. An article in the S&B WebSite "Library" provides more detail about:
A. Some of the important structural items required in a complete building plan submittal;
B. The structural chapters of the 2000 Wisconsin Commercial Building "Enrolled" code version, scheduled to take effect on July 01, 2002; and
C. A new plan submittal worksheet that specifically deals with the building or structure's lateral load resisting system(s) and critical connections.
  3. Deck and balcony sprinklers follow exterior roof requirements
by Bill Sullivan, S&B Fire Suppression and Alarm Consultant, wsullivan@commerce.state.wi.us, 608-266-9643
To be considered fully sprinklered, as per NFPA 13, decks and balconies attached to public buildings (including apartment buildings and multifamily dwellings) and places of employment must follow the sprinkler requirements set forth for exterior roofs or canopies. NFPA 13 5-13.8, Exterior Roofs or Canopies, requires sprinklers to be installed under all exterior roofs or canopies of combustible construction exceeding four feet in width. Sprinklers are required under exterior roofs or canopies, regardless of construction or size, where combustibles are stored and handled. Short-term transient storage, such as that for delivered packages, or the presence of planters, newspaper machines, and so forth, should not be considered storage. So what does this mean? Decks and balconies over four feet in width and constructed with combustible materials, must have automatic fire sprinkler protection installed underneath. Decks or balconies constructed with noncombustible materials would not require sprinklers if no combustibles were being stored. Patio furniture, grills and similar items that are ready for use should not be considered storage. For buildings sprinklered per NFPA 13R, automatic fire sprinklers would not be required for decks or balconies (or for that matter, exterior roofs or canopies) regardless of size and construction, if they are open to the exterior. For additional information, contact Keith Glaunert, 262-548-8604, kglaunert@commerce.state.wi.us, or Bill Sullivan, 608-266-9643, wsullivan@commerce.state.wi.us.   4.
