Changes to the Wisconsin Plumbing Code touched Comm 61-65, Commercial Building Code A) Comm 61 Subchapter III (title) is amended to read: "page 6. Comm 61 (title) Subchapter III - Plan Review and Related Functions." B) Comm 61.39 is created to read: "page 8. Comm 61.39 Registration of cross connection control devices. Cross connection control devices to be installed in water-based fire protection systems shall be registered with the department in accordance with ch. Comm 82." As of May 1, CCCDs are registered rather than reviewed - And, new code has a glitch As of May 1, 2003, revisions to the Wisconsin Uniform Plumbing Code changed from requiring plan review of cross connection control devices to requiring their registration. See the new code language below: Comm 82.20(1)(c). Also see note about health care and related facilities.* While registration can be done by someone who does not have a plumbing license, installation continues to be the responsibility of a master plumber. There is a glitch. The revised language includes registering double checks and double detector checks, and it shouldn't. Records for these devices are kept on site and they don't need registration. At one point, the devices were included in the draft code revisions. Later, double checks and double detector checks were dropped from one portion of the draft, but missed in another. S&B staff is preparing a code change that will eliminate the remnant language. In the meantime, S&B will not require registration of double check or double detector checks. If you have questions concerning cross connection control devices, contact a plumbing plan reviewer or a plumbing consultant.   *Note that cross connection control devices still need plan review when installation is intended in health care and related facilities as defined in Comm 81.01(116). Comm Table 82.20-1 defines the types of plumbing installations needing plan review submittals.   Comm 82.20(1)(c) Cross connection control device or assembly registration. The initial installation of each reduced pressure principle backflow preventer, back siphonage backflow vacuum breaker, reduced pressure detector backflow preventer, double check valve, double detector check valve, or pressure vacuum breaker, shall meet all of the following: 1. a. Except for the provisions under subpar. b., for initial installation in any building or facility, each device or assembly covered under this paragraph shall be registered with the department. b. Plan review approval for a cross connection control device or assembly issued prior to May 1, 2003 is considered in compliance with this paragraph. 2. For each device or assembly covered under this paragraph registration shall be submitted prior to the initial test.

Q: I always thought that you had to have a switch for the lighting at every doorway or entrance to a room, and had to use three-way and four-way switches where there are multiple doors. Was this changed, or am I imagining it?
A: No, the NEC has never required the use of three- and four-way switches for multiple doorways. The NEC does not specify where the switches should be located. However, the use of three- and four-way devices is certainly a desirable addition and also meets the requirements for stairways. Yes, you were imagining things.
Q: Can NM cable be installed in a sleeve such as EMT to the HVAC receptacle on the roof of a building? I can't find a section in the NEC that allows this.
A: No, nonmetallic sheathed cable can be protected from physical damage where necessary in accordance with Section 334-15(B), but is not approved for installation in a wet location. One of the permitted methods indicated for physical protection is electrical metallic tubing, EMT. The question actually relates to wiring methods in a "wet" location. The intent of the questioner was to run NM cable through EMT to an outdoor junction box for a receptacle. The sleeve is providing physical protection, but the cable cannot be installed in a wet location.

On occasion, an entire commercial building may be moved to another place on a property or relocated to another property within Wisconsin How the Wisconsin commercial building code applies to such a situation involves various code requirements, but not necessarily the entire code. Although the current code does not apply retroactively to existing buildings, there are certain code provisions that come into play. Some of the more significant issues include:
• A new foundation system for the building must comply with the applicable current code requirements.
• The attachment of the building to the foundation system must also conform to the applicable provisions.
• How the building is situated on the property with respect to property lines, other buildings, open space frontage, and fire department access must meet current requirements.
• Snow loading requirements could change if the building were to be moved to a new location where snow loads were greater than the previous.
• Parking and access to the building for people with disabilities would also have to be accomplished within current provisions.
Note that disassembling and reassembling a building at another site is a different matter; bringing into application the entire current code. Finally, if other alterations or changes in occupancy were to occur in conjunction with the move or relocation, the situation would become more complex. The current code provisions would apply with respect to the nature and the extent of these modifications. Choose this image to go back to the top.   9. Public sector employers can report workplace numbers using state or federal forms At the end of 2003, public sector employers will report to the Safety and Buildings Division the same information that is provided to the federal Occupational Safety and Health Administration through the work-related injury and illness records. To do the reporting to S&B, the employers may use either the federal 301A form or the state SBD-10710 form. Copies of the SBD-10710 form will be on the S&B WebSite about May 19, 2003, http://www.commerce.state.wi.us/SB/SB-DivForms.html.
