Electrical, Plumbing, and UDC revisions adopted Code revisions to Comm 16, Electrical Code, Comm 20-25, Uniform Dwelling Code, and Comm 81-84, the Plumbing Code, were adopted by the Department of Commerce in late February. The plumbing and electrical revisions are expected to be in effect May 1, 2003, and the UDC revisions on August 1. The actual dates depend upon legal publishing dates. Electronic copies of the revisions are on the S&B WebSite code development page. The update of Comm 16 includes the incorporation by reference of the 2002 edition of the National Electrical Code. The revised rules do not contain any revisions to the current rules for electrical inspections. Electrical education is noted on page 8 of this WCCR. The vast majority of the UDC changes are intended to clarify current policies and requirements. There are new requirements proposed for exit distribution on the first floor. The section on adopted standards is reformatted and updated. New requirements are proposed for floor framing and floor overhangs. Various changes are made to the energy conservation requirements in Comm 22, Energy Conservation, to bring Wisconsin requirements in line with the national model energy code. July 1, WCCR free on the Internet, paper copy subscriptions $20 In order to reduce expenses, the Safety and Buildings Division as of July 1, 2003 will be offering the Wisconsin Construction Codes Report free on the division's Internet WebSite and will be providing paper copies at a $20 per year subscription rate. S&B has had the same subscription rate for about a decade and has been posting the WCCR on the WebSite since its inception. The WebSite also has an archive of past WCCRs and an index of articles, http://www.commerce.state.wi.us/SB/SB-DivPublications.html. The division has been providing free paper copies to about 25 percent of the people for whom S&B provides licenses, certifications, and registrations. That has been costing about $5000 per month, excluding labor costs. Other people have been paying the subscription price. The WebSite version is posted about two weeks before the paper copies are available. About May 1, the division will have a spot on the site where someone can sign up to be notified by email of each month's posting of the latest WCCR. Currently, people with S&B credentials may also check their continuing education status on the WebSite, http://www.commerce.state.wi.us/SB/SB-CredentialStatusCheck.html. Pool inspection changes May 1 by S&B Pool Program Manager, Lynita Docken, Ldocken@commerce.state.wi.us, 608-785-9349 Safety and Buildings Division plumbing consultants May 1 will begin providing public swimming pool construction inspections. The construction inspections had previously been done by the state Department of Health and Family Services. DHFS will continue to license pools and do annual inspections. Plumbing consultants also will inspect pool code aspects of water slides. DHFS will begin to license slides and will do annual inspections. Plan review of pools and slides are both done by S&B staff. Several municipalities have shown interest in providing the construction inspections for pools and may become inspection agents. Training is being planned for any agents and for S&B inspectors. Because S&B programs are supported by fees, the construction inspections by S&B plumbing consultants will be underwritten by an increase in pool plan review fees. What are a few examples of how the plumbing revisions may impact you this construction season? - Cross connection control devices and assemblies will be registered with S&B except for health care and related facilities, which must be included in a plan review. 82.20(1)(c), Table 82.20-1 and 82.20(13). - Alternate standards may be approved if the standards are equivalent to or more stringent than the standards referenced in the code in effect. 82.20(2) - A pump installer or utility contractor may submit plans for review for projects for which they're responsible. 82.20(4)(c) - The sizing of horizontal drains and building drains will not be dependent on the number of water closets, other than the drainage fixture units those water closets represent. Table 82.30-2 and 82.30-3. - Plan review will be required for all stormwater infiltration systems. The review fee is $100, in addition to the fee of $10 per inch of storm sewer and storm private interceptor main sewer. Comm Table 2.64-1. - Specific requirements for prefabricated sump and pump systems, and exterior sumps, are included in the new code. 82.30(10)(c). - "Boxing" is allowed for frost protection. 82.30(11)(c)2. - Where an air-gap or air-break is located above the countertop, the local waste connected to the air-gap or air-break may connect to a branch tailpiece, standpipe, or dishwasher connection of a food waste grinder. 82.33(9)(d) - Garage catch basin design and installation requirements are completely rewritten. 82.34(4) - Requirements for campgrounds are added to the code. 82.37(3) - A new section is added to the code for discharge points by specific wastewater types. Table 82.38-1. - Identification, tagging, and labeling requirements for water supply systems changed. 82.40(3)(d) - A water service, private water main, building sewer, or private interceptor main sewer may pass through one building to serve another, if the conditions listed in the code are met. 82.40(8)(c) and 82.30(11)(a) - The complete health care and related facilities code section is rewritten. 82.50 - The complete set of rules on mobile homes and mobile home parks is rewritten. 82.51 - There are performance requirements set for the reuse of water through a plumbing system. Reuse is restricted to stormwater, graywater or clearwater. Blackwater is not permitted to be reused until it's passed through a natural soil treatment system or municipal treatment works. 82.70 - Plan review will be required for water or wastewater treatment systems designed to meet the requirements in Table 82.70-1.
