S&B
Conveyance Systems Program
NEWS
Changes to Comm 2, Fee
Code, and Comm 5, Licenses, Registrations, and
Certifications Code,
were adopted by the Department of Commerce and
will be effective December 1, 2008. The changes will increase
service fees in the S&B Conveyance Systems / Elevators Program
for the first time since 2000.
Code changes relating to a
general update of the Conveyance
Safety (Elevators) Code, Comm 18, were adopted and will be
effective January 1, 2009.
S&B is
now accepting applications for new
conveyance credentials that are required as of January 1,
2009:
Elevator Contractor,
Elevator
Mechanic,
Elevator
Mechanic - Restricted,
Elevator
Apprentice,
Elevator
Apprentice - Restricted,
Elevator Helper,
Lift
Apprentice,
Lift
Helper,
and Lift Mechanic.

A
code change
proposal
related to licensing of
conveyance
/ elevators contractors and installers was adopted
on May 13, 2008 and is expected to be effective January 1,
2009.

S&B Program
Description: Elevator, lift, escalator, and dumbwaiter
inspections are
provided by Safety and Buildings Division staff and independent
certified inspection
agencies (Who
does what? - More
information on the inspection system).
S&B also
examines plans, offers consultation, issues certificates of operation,
offers education, and monitors those independent inspectors. Elevator
inspector credentials are administered
by S&B.

Inspections
of New, Remodeled,
and Existing Elevators, Escalators, Lifts, and Dumbwaiters
in Wisconsin, Sept. 1, 2007
The
Safety and Buildings Division of the Wisconsin Department of Commerce
has contracted National Elevator Inspection Service (NEIS) to
perform inspections of new, remodeled, and existing
conveyances in specific areas of
the state. The contract was arrived at through a
standard state bidding process.
"Conveyances"
is general
term used to encompass elevators, escalators, lifts, and dumbwaiters.
Effective
September 1, 2007, inspections of new and remodeled conveyances in some
areas of Wisconsin must be scheduled directly with
NEIS.
Inspection of new and remodeled conveyances in
other areas of the state will still be covered by the S&B
Elevator Inspectors.

The
total fee required for plan review, inspection, and the first year
permit-to-operate is not increasing as part of contracting of
inspections
by NEIS.
For NEIS counties, the fee
paid to S&B at
the time
of plan submittal will only include the plan review and first-year
Permit to Operate. The SBD-22 Plan Review
Application
form shows the fee to be paid at the time of plan submittal.
The
fee for the inspections in the NEIS areas will be billed directly by
NEIS. Please note the difference in application fees for the
NEIS
counties and for the counties where inspections are directly by
S&B.
For active projects where the
submitter has
already
paid S&B a fee including the initial inspection, but now NEIS
is
assigned to that area, the inspection fee portion of the total will be
refunded by S&B. NEIS will invoice separately for the
inspection.
Owners will continue to be responsible for re-inspection fees, if a
re-inspection is necessary.

General
Information about S&B and NEIS
Wisconsin
administrative rules require the Safety and Buildings Division of the
state Department of Commerce to inspect conveyances - elevators,
escalators, lifts, and dumbwaiters - to protect the health and safety
of
the passengers. S&B also issues Permits to Operate
(PTO) for code-compliant installations and charges fees for the
inspections and the PTO.
Because there are a
large number of inspections that must be done and the S&B staff
is limited in number, National Elevator Inspection Services (NEIS) has
been contracted to conduct some inspections in specific areas of the
state as an agent of S&B. (See letter explaining NEIS

Each NEIS
inspector has an identification card as an authorized
elevator inspection agent. Please allow the NEIS inspector to
provide the inspection services they have been made responsible for.
When
NEIS conducts an inspection, the inspector will provide an
inspection report to the owner and will send a copy to S&B.
If
there are no violations reported, the NEIS inspector will notify
S&B to issue a Permit to Operate, which is required to operate
the device.
The owner will receive two invoices,
one from NEIS and the second from S&B. The invoice
from NEIS will cover the cost of the inspection. That fee is
set by contract and is less than the possible fee set by the Wisconsin
administrative code.
The second invoice will be
mailed by S&B and will cover the cost of the PTO, which is $35
per device.
(If the inspector observes elevator
code violations, they will issue corrective orders and schedule a
re-inspection, if needed. After a second inspection,
S&B will be notified if there are still uncorrected violations,
which can be referred to the district attorney for prosecution.

Annual
Inspections of
Conveyances - Elevators,
Escalators, Lifts, and Dumbwaiters - in Wisconsin
The
annual inspections of
conveyances in Wisconsin are the responsibility of the owners,
who
hire private inspectors or who have those inspections done by the
Safety and Buildings Division of the Department of Commerce.
If
the owner chooses to have a private inspector do the inspection, that
inspector will provide the owner with an inspection report and will
invoice the owner for the inspection service.
The
private inspector will also send the report to S&B and, if
there
are no violations, S&B will issue a Permit to Operate and will
send the owner an invoice for the PTO, which is $35 per device.
If
there are violations, the private inspector will follow-up with a
re-inspection, and will inform S&B when the situation is
resolved and the PTO can be issued.
If
the owner chooses to
have S&B do the annual inspection, or the responsibility
defaults to S&B through inaction by the owner, either an
S&B elevator inspector or a NEIS inspector will do the
inspection, provide a report to the owner, and provide a report to
S&B related to the PTO issuance.
If an
S&B inspector does the annual inspection, the owner will
receive one invoice covering the inspection and the PTO.
IF
NEIS does the annual inspection, NEIS will invoice the owner
for the inspection, and S&B will issue the PTO and invoice for
the PTO service.
