Federal legislation called the "Community Building Code Administration Grant Act" has been approved by the House of Representatives and is to be considered by the Senate. The act would create a grant program through the U.S. Department of Housing and Urban Development to jurisdictions which seek to strengthen their local building and fire code capabilities.  HR 4461, PDF file.  Section by section summary of the act, from the International Code Council, PDF file.


SMARTcodes - Electronic design and  code checking plan review.  GO
Program Description: The Safety and Buildings Division reviews plans for public buildings and places of employment prior to construction for compliance with the state statutes and building codes. This includes multifamily buildings. S&B staff provide consultation and education for designers, builders, and local officials through plan reviewers and field inspectors. The division cooperates with local certified municipalities which provide plan review and inspection services for certain types of buildings. Inspection certifications are administered by S&B. Building materials are evaluated for conformance with standards.

   COMcheck-EZ, federal Department of Energy software approved in Wisconsin for showing compliance with thermal envelope requirements ONLY (Lighting and HVAC portions are not acceptable. Note COMcheck-Plus is not acceptable.) COMcheck is used for commercial buildings or high-rise (>3 stories) multi-family buildings.
    REScheck, another software application from DOE, is now used for low-rise multi-family (3 dwellings or more, 3 stories or less).

What are SMARTcodes?

The International Code Council is currently developing model checking software that will serve designers, builders and regulators as a tool to to check building information models (BIM) against the model codes. The ICC calls this project "SMARTcodes."  Recognizing the potential changes that building information modeling may bring to the business model of design, construction and regulation, S&B offers this link to the SMARTCodes Web site, to learn more about electronic design and plan review code checking, and to explore the latest tools and developments.
