Building Code Update Status

Department of Commerce (Commerce) staff members are nearing the end of the most recent Wisconsin Commercial Building Code (WCBC) update process, a project they have been working on for the past two years. They are planning on updating the 2006 editions of the International Code Council (ICC) codes that currently make up the state's commercial building code. Those are the International Building Code (IBC), the International Energy Conservation Code (IECC), the International Mechanical Code (IMC) and the International Fuel Gas Code (IEBC). In addition Commerce is considering the use of the International Existing Building Code (IEBC – 2006 Edition).

A public hearing was held on Dec. 23, 2006. Within the last month, Commerce held meetings with some specialty advisory councils (Energy & HVAC) to go over additional improvements. On March 27 staff shared those improvements with the two advisory councils that are considered umbrella councils to the specialty councils. Those advisory councils were the Commercial Building Code Council (CBCC) and the Multifamily Dwelling Code Council (MDCC). The feedback received will be used for additional refinements.

Final polishing and fine tuning will then occur before the package is forwarded to the Secretary for the approval to move along the next step in the process. After the Secretary agrees the package is ready, it is forwarded to standing committees within each house at the Capital. They then have the opportunity to hold their own public hearings and when all is said and done, Commerce generally knows whether they have any problems in less than 60 days from the date it is sent to them. At that point, the Secretary has the opportunity to make any changes recommended by the committees and move forward to adopt the package.
