Status of Commerce Codes Associated with Flammable, Combustible and Hazardous Liquids and Motor Fueling

The Comm 10 - Flammable, Combustible and Hazardous Liquids Code is very close to the public hearing phase of rule development. Comm 10 is undergoing a major structural revision to consolidate topical areas and provide a format that is easier for those using the code to navigate and comprehend. The revision includes modifications to address: changing technology, language/requirement clarification, updated national standards, and the implementation of fire safety and environmental safeguards currently lacking in the code. The last time that the code experienced a revision with significant changes was effective May 1991. A pre-hearing meeting with the Comm 10 Code Revision Committee is scheduled for May 19, 2005.

The Comm 48 - Petroleum Products Code is being revised to move some leak detection requirements that should apply only the retail systems to ch. Comm 48 from ch. Comm 10 and to strengthen rules to control labeling of gasoline octane. The Comm 48 Advisory Committee is scheduled to meet on April 27, 2005 to review the proposed revisions.

The Comm 2 - Fees Code is moving to public hearing. This code revision package includes both Division of Safety and Buildings and Division of Environmental and Regulatory Services fee changes. Fees associated with Comm 10 tank system installation activities have been modified to present the fee schedule in a format that will result in a better "first look" understanding of the required fee and result in significantly reduced fee submittal errors.
