S&B Public Swimming Pool Program

Safety and Buildings Division staff review plans and specifications for the construction or alteration of public swimming pools. This includes whirlpools, public swimming pools, water recreation attractions and swimming pool equipment. Consultation is also provided.

- Comm 2, Fee Code, permanent rules were effective June 1, 2010, related to public swimming pool and water attraction plan review and inspection fees. An emergency rule has been in place.

Public swimming pool construction inspections are now all done by S&B staff. Effective November 1, 2009, all public swimming pool and water attraction inspections will be conducted by the state plumbing consultants. Previously, pools and water attractions were inspected by either Safety and Buildings Division staff or by inspectors who contracted with S&B.

Comm 90.05(2) requires all new, altered or reconstructed public swimming pools and water attractions to be inspected.

Virginia Graeme Baker Act Information

  Wisconsin state plan review is necessary when modifying swimming pools and water attractions to comply with December 2008 federal Virginia Graeme Baker Act suction regulations. Read More.

It also recognizes the Safety Valve Relief System's that are listed to comply with the ASTM standard can be used with the hydrostatic relief valves.

  Swimming Pool Construction Inspections: There are two required inspections of public swimming pool construction projects, rough-in and final. Those inspections are done by S&B staff in all counties, and by agents in three municipalities. Inspection fees are paid as part of the plan review for inspections done by S&B staff, or are paid to the inspection agents when done by the agents.

  Pool and spa dangers are focus of kids education program

A new kids safety program centered on a video and online activity is designed to teach parents and children water safety is an effort to counter several hundred pool and spa incidents this summer. 

The U.S. Consumer Product Safety Commission (CPSC) has reports of more than 210 child drowning and non-fatal submersion incidents in pools and spas around the country since Memorial Day Weekend and has joined with Safe Kids USA and the National Drowning Prevention Alliance (NDPA) to introduce the education effort.   

The educational video is introduced by actress Ming-Na, the voice of Mulan in Disney animated films and star of the NBC drama "ER."  The video series is available to view at www.youtube.com/poolsafely and on the websites of Safe Kids (www.safekids.org) and the NDPA (www.ndpa.org).  The activities highlight unsafe behaviors around the pool in a variety of real-world settings such as backyard, hotel and community pools,a according to the CPSC.  

The online activity is aimed at children seven and under and will be available for play on the CPSC Pool Safely website and on the websites of the NDPA and Safe Kids. 

Earlier this summer, the CPSC campaign released public service messages to remind the public how to stay safe in and around pools and spas. They can be viewed by visiting www.youtube.com/poolsafely
