Safety and Buildings staff have developed an Excel spreadsheet “Inlet Calculator” that determines the capacity for the inlet grate to accept stormwater based on the equation found in the plumbing stormwater manual, PDF file . (There are two solutions for the equation in the calculator. One of the solution assumes that the inlet is 1/3 obstructed by debris. The other solution has no obstruction included in the calculation. Violations of Wisconsin plumbing license law can cost money Staff of the Safety and Buildings Division of the state Department of Commerce can financially penalize people who violate the state plumbing license law. A system of possible warnings and forfeitures was put into place by administrative rules adopted in early 2008 to work against unsafe, unhealthy, and illegal conditions caused by unlicensed people installing plumbing. Plumbing work being done by improperly licensed people or causing imminent risk can be ordered shut down. Forfeitures will not be issued in all circumstances; warnings may be issued. There is a process for appealing forfeitures. S&B will maintain records of the license violations. Monies collected go into the state school fund, while unpaid assessments may be referred to the state attorney general for collection. S&B plumbing consultants and wastewater specialists can assess forfeitures up to $2,000 against people plumbing without a proper license or overseeing persons installing plumbing without the proper license. Specifically, Comm 5.12 (Licenses, Certifications and Registrations Code) lists possible penalties for code installation violations such as: -- Not having any plumbing license or not having the appropriate license; -- Not having a master plumber in charge; -- A master plumber allowing someone to install plumbing without the proper license; -- Offering to do business as a plumber without a supervising master plumber; -- A master plumber allowing violation of their authority; or -- Testing cross connection devices without a tester registration. Comm 5 also outlines possible license revocation and suspension scenarios. Exceptions to state law allow plumbing work without a license by a property owner in a one-family home owned and occupied by the owner (unless there is a local ordinance prohibition), or in a related farm building. Minor faucet or valve repairs or removing of stoppages is also allowed without a license.
