Safety and Buildings Safety and Buildings Division - Policies for Infiltration System Approval Comm 85 must be followed for site evaluation. Comm 85.02 states that "this chapter applies to all soil and site evaluations conducted relative to the treatment or dispersal of wastewater, treated wastewater, final effluent or nonwater-carried human wastes into soil." Since stormwater falls under the wastewater umbrella (no pun intended) all infiltration system sites must be evaluated using Comm 85. There are some parts of Comm 85 that don't apply to stormwater systems, however (like the sanitary permit). If there are questions, contact one of the Commerce reviewers. A stipulation of the approval will be that no substances should be discharged into the infiltration system that would cause an exceedence of groundwater standards. Load rates should be based on Table 6. Note that Table 6 assumes rooftop quality. TSS must be treated to < 35 mg/L or there must be an 80% reduction in suspended solids prior to infiltration. Other treatment requirements for runoff from parking lots or other contaminated areas may be required. Vertical setbacks to zones of seasonal soil saturation are 5 feet of of soiles with 10 percent fines, three feet of soils with 20 percent fines, and a one-foot separation requirement for roof top runoff. The design must also take hydraulic restrictions into account, even though there is no setback for quality, regardless of the source. Groundwater mounding must be taken into account when designing an infiltration system. More information on calculating groundwater mounding is available from the plumbing plan reviewers. Drain down time should be less than 24 hours. The separation setbacks in NR 811 and NR 812 must be adhered to. There must be a 100-foot separation from private wells and a 400-foot separation to public wells. The load rate as shown on table 6 permitted for infiltration must be less than 5 inches per hour. This is a groundwater quality requirement. The POWTS code also has a limit on the use of coarse texture soils for treatment. Although stormwater and it's quality impact on the environment is a fairly new concept, the groundwater law in Wisconsin requires that all state agencies' rules protect these waters of the state. Parking lots and industrial stormwater discharge requires pretreatment prior to infiltration. DNR has requirements that they're notified of the installation of a class V injection well.
