** A recently-approved state law affects POWTS:
- Act 197 relates to licensing forfeitures and conflict of interest rules involving private sewage systems work and government employees. Also, see Chapter 145, Wis. Stats. S&B does not have any more details at the moment.

** Comm 81-87, Legislative review materials related to Private Onsite Wastewater Treatment Systems sent March 13, 2008: Proposed Rules Draft, Review Materials, and Legislative Council Comments.  As of July 1, S&B and legislators are considering changes to the proposals.

** S&B POWTS program, particularly Roman Kaminski, praised by federal Environmental Protection Agency for adopting guidelines, PDF file.
Program Description: The Safety and Buildings Division POWTS program protects public health and the waters of the state by regulating onsite wastewater treatment and recycling systems, and by promoting the use of the best available technology to provide onsite sewage treatment system solutions for property owners. The Wisconsin Fund Grants is a program that provides grants to homeowners and small commercial businesses to help offset a portion of the cost for the repair, rehabilitation, or replacement of existing failing POWTS.

S&B POWTS Program Contacts

-S&B plan reviewers examine onsite system designs for compliance with code requirements to ensure that groundwater and public health are protected. Questions regarding plan review policies can be directed to Brad Johnson, bjohnson@commerce.state.wi.us, 920-492-5605 (Green Bay).

- S&B Wastewater Specialists do special soil and site evaluations to assist local regulators, designers, and homeowners. Both the plan reviewers and wastewater specialists offer consultation services and work closely with county regulators who issue sanitary permits and conduct construction inspections.

* A technical bulletin issued by an ad hoc Wisconsin Society of Professional Soil Scientists committee is recognized by the Safety and Buildings Division as useful for soil and site evaluations. * The WSPSS guide references a National Resources Conservation System publication: "Indicators of Hydric Soils." http://soils.usda.gov/use/hydric/  That publication online does not include the preambulatory sections of Introduction, Concept, Cautions, Procedure, or Comment. (In Wisconsin, the region covered by glacial deposits is within LLR K and the driftless area in the southwestern portion is within LLR M.)


 
 Wisconsin Fund Grants
The Wisconsin Fund provides grants to homeowners and small commercial businesses to offset a portion of the cost of repair, rehabilitation, or replacement of existing failing POWTS. Through an appropriation by the state legislature, funds are available on an annual basis in 66 of Wisconsin's 72 counties. S&B works in conjunction with county government officials who assist individuals in eligibility considerations and preparation of grant applications. A portion of the Wisconsin Fund is set aside for S&B to fund experimental POWTS, with the goal of identifying additional POWTS choices for people faced with replacement of their failing POWTS.
