The Safety and Building Division of the Wisconsin Department of Commerce provides services to the public through several dozen programs related to building construction, building systems, safety, health, and the environment. This includes administering licenses, registrations, and certifications for over 80,000 individuals and businesses. Division staff provide education, consultations, plan reviews, permits-to-operate, inspections, and code development.

  Current code change activities // All code change projects

- A public hearing on proposed changes to Comm 61-66, Commercial Building Code, (and several other related codes) will be held in Madison on October 5, 2010.  This involves a major update to the code, including proposed adoption of 2009 editions of International Code Council model codes.  See code development package.

- Proposed rules related to creation of a Thermal Insulation Mechanic credential were sent to the legislature on August 31, 2010, for committee review.  See code development project documents.

- Draft proposed changes to Comm 81-87, Plumbing Code, were sent to the legislature on August 13, 2010 to be assigned to committees for review.  See code development projects documents.

- Comm 5, Licenses, Registrations, and Certifcations Code change proposals relating to building contractor registration as mandated by 2009 Wisconsin Act 28 were sent to the legislature on July 14, 2010 for assignment for committee review. See code development documents.

- Rule change proposals related to carbon monoxide detectors in dwellings were sent to the legislature on August 31, 2010, for assignment to committees for review.  See code development project.
- Proposed Comm 45, Mechanical Refrigeration Code, changes were adopted July 6, 2010, and are expected to go into effect September 1, 2010, depending upon official publication date. See code development package.

- A Statement of Scope (PDF file) has been developed for possible code development projects related to movable soccer goals and to private onsite wastewater treatment systems.

- A Scope Statement has been issued related to possible code development concerning a general update to Comm 20-25, Uniform Dwelling Code.

- A code development package related to Comm 5 mandatory licensing of electrical contractors and electricians was adopted June 24, 2010, and is expected to be effective in part on September 1, 2010, and completely on April 1, 2013. 

- A Statement of Scope was approved April 16, 2010, for a Comm 18 code development project, relating to conveyance systems, elevators, escalators and lift devices.
