"What's Happening at S&B" - November 19, 2008

* There are code changes going into effect either December 1, 2008, or January 1, 2009, in parts of these codes (See  below):

* Wisconsin state plan review is necessary when modifying swimming pools and water attractions to comply with December 2008 federal Virginia Graeme Baker suction regulations. Read More.

* 2009 Winter Inspector Updates.  Classes about the Uniform Dwelling Code, Commercial Building Code, and about electrical aspects of both codes.  From January 26 through March 19, 2009, presented by S&B in cooperation with the four state building inspector associations.  See PDF brochure that will be mailed in early December to people eligible for S&B continuing education credits.

* 16-week Commercial Building Inspection course offered by S&B Jan - April 2009 in Marathon County, PDF file

* A number of plan review forms have been updated to reflect the December 1, 2008 plan review fee changes.  See specific program forms on the S&B Forms Page.

* The Erosion and Stormwater Code Advisory Council meeting scheduled for December 3, 2008, has been rescheduled to January 20, 2009.  There is not yet an agenda available.  To follow the council activities, see S&B code councils page, and subscriber to the "Soil Erosion" email group.

* Updated Conveyance Safety Product Approval Requirements, PDF file

Proposed changes to Comm 16, Electrical Code, were sent August 22, 2008, to the legislature for committee review.  A germane modification (a change in the draft proposal) was sent to the legislature November 17, 2008, in response to issues identified by the chairs of the Senate Committee on Commerce, Utilities, and Rail, and the Assembly Committee on Housing, by the department and by interested parties. The Nov. 17 germane modification delays until January 1, 2010, the NEC requirements for arc-fault circuit-interrupter protection and for tamper-resistant receptacles in dwelling units. It also changes the effective date of the rules to the first day of the month following publication in the Wisconsin Administrative Register. This germane modification supersedes the modification sent November 5, 2008, to the legislature. See code development info.

* The commercial building delegated municipality status of the Village of Elm Grove has changed.  Village staff now do some plan review and all inspections.  Contact the village for more information.

* A Scope Statement has been issued in advance of possible Comm 5, Licenses, Certifications, and Registrations Code, development work that could require contractor registrations for businesses in commercial building construction and one- and two-family dwelling construction.

* The Elevators Plan Review Application SBD-22 has been updated to reflect the fee changes taking place December 1, 2008.  The Elevator Accident Report form SBD-10782 also has been updated.  There are form-fill versions of both forms online.

* The 2005 Wisconsin Burning report, PDF file, contains information on the total number of incidents reported by 537 Wisconsin fire departments.

* The commercial buildings delegated municipal authority has been reviewed by Safety and Buildings Division staff for the cities of Mequon, Menomonie, and West Bend, and the town of Brookfield.  Contact officials of those municipalities for information about their authorities.
