Internet Credential Renewal Payment
Caution:
This service is not for new applications. The people who currently can use the
EPay service have received a renewal letter from S&B
specifically directing them to EPay. Hard-copy information is part of some renewals and they and they cannot be renewed online.

1.
What
electronic financial options will an EPay user have for an S&B
credential renewal? There are three
options at USbank for payment for payment of the renewal fee, which
will be credited back to S&B in the customer's name: 1.
A debit card
transaction involves transferring money from a checking
account to USbank and then to S&B. 2. A
credit card
transaction involves a card issuer lending money to the
user to be paid to S&B via USbank. 3. An ACH
transaction (Automated Clearing House - a
national electronic network
for financial transactions.) This USbank ACH transaction is
an electronic transfer of funds in which the money is taken from a
checking account. The account's routing number and account number on a
user's paper checks are used to draw funds from the account.
USbank credits the money back to S&B in the customer's name.
2.
What
if there is a problem with the financial transaction at USbank?
The
financial transaction at USbank is purposely kept separate from
S&B. S&B staff will not see any of an EPay
user's financial data. At the same time, that means
S&B cannot answer any "How?" or "Why?" questions about
transactions at the bank.
3.
What if a user
can't
make EPay work?
We apologize if there are
problems with this
new EPay service. S&B will need to fine tune and improve the
process. Suggestions can be emailed to madisoncred@commerce.state.wi.us.
If
EPay doesn't seem to work for them, credential
holders can still renew by mail. Anyone wishing to renew
their
credential continues to be able to tear off the payment slip on the
bottom of the renewal letter and mail the slip with their check to the
Milwaukee address on the slip. A address change
information should be written on the payment slip.
Not
all customers or credentials may be renewed online - the customer must
have received a letter telling them a specific credential can be
renewed online. Credentials
that can use EPay.
4.
If
you receive error messages when trying to use EPay …
When
a customer number is entered and a credential type chosen, it is
possible that the search of the S&B credential database does
not find a match. The message "No credential found with that
information" can mean the following: -
The credential is not a type that can use the EPay system because the
credential involves information or paperwork that must be sent to
S&B by hard copy. - The customer ID
number is not valid. Double-check the typing. -
The person with the customer ID number does not have the credential
chosen. Be sure to pay attention to differences, for example,
like Journeyman Plumber and Journeyman Plumber - Restricted
service or UDC - Construction Inspector and UDC - Electrical Inspector. -
The customer ID number and the credential name match, but that
credential is currently not eligible for renewal. 1. The
credential may already be renewed; 2. The credential may be
expired for more than one year, after which it cannot be renewed online
(contact
S&B with questions about renewal of expired
credentials).
Introduction
This Wisconsin Department of Commerce EPay
Internet payment
system allows online payment processing through a third-party financial
institution (USbank) for renewal of some Safety and Buildings Division
credentials. S&B staff do not have access to any personal
financial information. Payments can be made using Visa, Master Card, or
American Express accounts. There is a $1.50 convenience fee
for using EPay.
(Not
all customers or
credentials may be renewed online - a customer must have received a
letter telling them a specific credential can be renewed online.)
The
following credentials may be renewed online if the credential holder
has been notified by the Safety and Buildings Division that they are
eligible for Internet renewal. Eligibility for Internet
renewal depends upon not having to submit supportive paper materials to
renew, and on S&B having received evidence of completion of any
required continuing education.

First Main
Screen On the first screen,
http://apps.commerce.wi.gov/credential renewal, a credential holder
will enter their customer identification number from the renewal letter
and will select from a drop-down menu the type of credential they wish
to renew online. Then the "Search" button is selected and a
successful search will move to the second screen (link).

Second Main Screen On
the second screen, Credential Information, EPay users provide their
email address twice so S&B knows where to send confirmation
email messages after the division receives a report from USbank
concerning the financial processing. Also on the second
screen, postal addresses can be verified or changed. Postal address
change?
The credential name code is
composed of
the first letters of the words making up the credential name.
For example: JAFSC = Journeyman Automatic Fire Sprinkler Contractor; PI
= POWTS Inspector. (Refer to credential names
above.) People using EPay should be sure they are seeing the
code for the credential they wish to renew.
The
amount due is the renewal fee. If the credential is expired,
a late renewal fee is included in the amount due.
Credential
Status Codes: RNWL = Renewal, EXPR = Expired for 90 days or
less (this status causes a late renewal fee to be added to the regular
renewal fee. EPay cannot be used for credentials expired for
more than one year.)
The "Start Over" button on
the Credential Information screen ends the EPay session and takes the
user back to the starting screen.
After entering
a valid email address twice, if there is no need to change address
information, the user should select "Review Cart Contents," which means
they will move to the third main screen to see what the fee will be for
renewing through EPay. There is a $1.50 convenience charge,
in addition to the standard renewal fee and any late fee. The
convenience fee is will go to USbank, not S&B. --------
Third
Main Screen The third main screen, the Final Review Screen,
shows the EPay user the customer information and the renewal fee that
will be paid at USbank. If the information is correct, the
user can select "Print This Page" for a record of the page's
information. The user should then select "Continue to Payment" to go to
a Final Information Screen, before going to USbank. --------
Final Note Screen On the Final
Information Screen before
going to USbank for processing the financial transaction, the EPay user
should read the note and write down the Payment ID number.
That payment ID number will be necessary if the user chooses to pay at
USbank via the ACH option. (What is ACH?) Once the Payment ID number is
recorded, choose the "Continue to Payment" button to go to USbank. -------- AT

After the Transaction
at USbank After completing the financial transaction, you
will be returned to a "Thank-you" screen at S&B. When
USbank informs S&B of the results of the financial transaction,
S&B will send an email to the address the user provided early
in the EPay process.

completed. After entering the information, a user should
choose the "Review Address" button, which will lead to a screen
for reviewing the address change.

for reviewing the address change., the user can choose "Save
Address" to do that and return to the Credential Information screen,
which should now show the changes entered by the user in the postal
address. When S&B receives note of the changes, staff
will review the changes before implementing them. After
choosing "Save Address," users will be redirected to the second main
screen, where they select "Review Cart Contents." That means
they will move to the third main screen to see what the fee will be for
renewing through EPay. --------

the "Enter Another Renewal" button on the third main EPay screen
returns to the start of the process, where they can duplicate their
steps with new information on the first and second main
screens. (If the user changes their mind when they get back
to the second time around on the first main screen, there will now be a
link on that first screen allowing them to the screen after the Third
main screen - the Final Information Screen.)
During
the second time around, the user follows the same steps as
the first time. Enter customer ID number, select credential
name, select "Search" button to go to the second main screen.
On the second main screen, enter a valid email twice, review postal
address information, select "Review Cart Contents" to go to the third
main screen.
Now the third main screen shows
both sets of renewal information. After reviewing the
entries, a user may again return to the first main screen by selecting
the "Enter Another Renewal" button.
The
user could also select the "Check to Delete" box and then the "Delete
Checked Item(s) button to remove a renewal set of information.
If
the information is correct, and no more entries are desired, the user
can select "Print This Page" for a record of the page's information.
The user should then select "Continue to Payment" to go to a Final
Information Screen, before going to USbank. --------
