State Woman-Owned Business Enterprise (WBE) Certification

The Division of Business Development administers the state women-owned certification program as directed in Wis. Stats. Section 560.035 (1) (c) and pursuant to Chapter Comm. 104*. Qualifying businesses will be at least 51 percent owned, controlled, and actively managed by a woman or women applicant.

Wisconsin's statutory parameters for certifying woman-owned businesses, and the rules proposed in Comm 104, do not specify a maximum business size or maximum net worth, beyond which women owners are determined to be ineligible for certification. The rule did not create preferences in governmental procurement for these businesses.
